Net voordat rechercheur Hong overlijdt slaagt hij erin om alle bestanden van zijn computer te wissen. Daardoor raken veel undercoveragenten hun enige link met het politiekorps kwijt. De bestanden kunnen alsnog achterhaald worden, enkel het bestand genaamd 'BlackJack' is te corrupt om te redden. Enige jaren later duikt 'BlackJack' echter weer op.
